Senator raises questions over IEBC names forwarded to Ruto for appointment

Murang’a County Senator Joe Nyutu has cast doubt over the suitability of names submitted for appointment to fill positions in the Independent Electoral and Boundaries Commission (IEBC).
On Tuesday, May 6, 2025, the IEBC selection panel submitted its final report on the recruitment of the commission’s chairperson and six members to President William Ruto.
Those who were shortlisted and interviewed for the position of IEBC chair are former Chief Registrar of the Judiciary Anne Amadi; Joy Mdivo and Duncan Ojwang, who are legal scholars; former CIC chair Charles Nyachae; and lawyer Patrick Lumumba Nyaberi.
Nyutu, in a morning show on Wednesday, May 7, 2025 with a local TV station, raised reservations on some of the candidates presented for appointments.
Nyutu’s take
“It is public knowledge that Anne Amadi was involved in a major scandal, and that is a matter of concern. Simeon Nyachae worked with President Ruto in the legal field and has close ties to him. These are individuals about whom Kenyans have reservations. Qualifications alone should not be the only consideration — especially when serving in the IEBC. Integrity should be everything.
“The issue with the constitution of the IEBC selection panel was the mysterious addition of names to the original list, which is a major concern. However, we hope that those who eventually make it to the commission will uphold justice and fairness in their duties,” Nyutu argued.

Chege’s call
On her part, nominated Member of Parliament Sabina Chege said there is no need to delay the reconstitution process as IEBC should be in place right now.
“This country has been held hostage by a few individuals for a decade. Some people believe it’s either their way or the highway. The big question is, should the president consult political allies or parties? Was the law followed? And are the shortlisted IEBC members truly Kenyans?” Chege asked.
“Let us not make excuses for delaying the IEBC — we need it in place as soon as possible. Historically, young people haven’t been voting, but this time around, I foresee Gen Z and the youth turning out in large numbers. We must give them the opportunity to register. The IEBC should be ready and fully prepared for 2027 to eliminate any doubts,” she added.
Ruto is now expected to nominate one chairperson and six others as commissioners, forming the seven-member electoral commission. This process is also subject to parliamentary vetting and approval.
